I dissolved my alliance before I started the game with Englad. I focused on Morroco about two years in so I could increase my tax base and acquire some more trade zone territory. As Portugal, I focus only on exploring first. I lower the sliders for land military until I'm a bit in the green. Then you just tech up until you get tax houses.

Check advisors as well to make sure they are all lvl one. Portugal is in a much better position than most so I'm sure you'll find a way. Oh, keep an eye on war weariness as well. I explore as much as I can before they die, because they will die before you get the ability to make more. I get colonization as my first idea, then get the first tech in that.

Then you can start making colonies. There's islands below the canaries you can colonize, and also the west coast of Africa. You can start some wars before that point though, if you want. I usually end up at war with Castile, one way or another.
